Communicating quality, uncertainty and change

Purpose:

This guidance provides a common approach to aid the clear communication of information on quality, uncertainty and change. It can be applied to all sources of information, including surveys, censuses, administrative data and other sources, as well as estimates derived from a combination of these. It includes examples of good practice, as well as standard wording to be used when appropriate.

The guidance does not cover how to measure quality, uncertainty and change, as this is very much dependent on the specifics of particular data collection scenarios. Links to information which may be helpful on this topic are provided at the end of this guidance.

A “Communicating uncertainty and change” guidance document was first released in November 2014. We have updated it to include some guidance on reporting quality information, more up-to-date examples and to incorporate references to the second edition of the Code of Practice for Statistics.
