This course will provide learners with the skills they need to act as an intelligent customer for evaluation.

As part of the Civil Service Learning Framework, the Cross-Government Evaluation Group, Office for National Statistics and Government Analysis Function have collaborated to source two training solutions for analysts and policy or delivery professionals:

  • Introduction to policy evaluation for analysts (one day)
  • Introduction to policy evaluation for policy and delivery officials (half day)

Learning outcomes

It should provide an understanding of:

  • the role of monitoring and evaluation in the context of government policy making, business case development, resource and budget planning and spending reviews
  • the use of a theory of change or logic models in programme development and evaluation planning
  • developing evaluation questions
  • the role of monitoring
  • the main evaluation approaches, e.g. impact, process and value-for-money evaluation
  • the importance of the counterfactual
  • the difference between experimental, quasi-experimental and theory-based impact evaluation methods, and when it is appropriate to use each
  • how to assess good quality in evaluation design and delivery
  • where to get more information including an overview of the Magenta Book and its annexes

  • on this page select the section that says ‘Request a booking for a single OTS product (includes pricing)’– then open the form and select the appropriate topics:
    • Introduction to policy evaluation for analysts (one day): £4743 + VAT (for 16 learners)
    • Introduction to policy evaluation for policy and delivery officials (half day): £4240 + VAT (for 16 learners)

Alternatively, colleagues can email support@civilservicelearning.uk with the title of the topic they wish to book and share the PDF purchase order with the team who can help process the booking.

Please note: prices are per cohort of up to 16 learners and should be booked as a cohort by a single person who can then allocate spaces to learners (the learners can come from one or more department but must have a gov.uk email address).
